Cabinet clears amendment for reservation in promotions
The Union Cabinet cleared amendment for reservation in promotions in Government jobs. The amendment was required after the attorney general pointed out that the proposed quota for SCs/STs in promotions can be challenged in courts. The Centre had decided to remove of two critical clauses from the constitution in Parliament. These clauses can make it easy to be challenged in the court.

The proposal will now be sent to a parliamentary committee for review, before being put to a vote. The amendment will enable state governments to provide reservation for promotion in jobs. 

The government recommends the removal of the term “inadequate representation”, as mentioned in Article 16 (4) to provide reservation in issues concerning promotion and appointments. Similarly, it will also delink the term “efficiency of administration” from the claims of SCs/STs for jobs and promotions, mentioned in Article 335.
