One Rank, One Pension as priority referred in President's address
The issue of One Rank, One Pension found mentioned in the President Pranab Mukherjee’s Address to Parliament on Monday, that conveyed the BJP-led NDA Government's policy. "Minimum-Government Maximum Governance" "Skill, Scale & Speed" and "Effective Lok Pal" ore the other key terms that got mentioned in the speach

The President’s address recalled services rendered by the soldiers and retired defense personnel. “My government will do everything to repay the debt of our brave and selfless soldiers.

“It will appoint a Veterans Commission to address their grievances, so that they know that we don’t stop caring for them when they retire from active service. The government will build a National War Memorial to honour the gallantry of our soldiers. One Rank, One Pension scheme will be implemented,” he added. While the Veterans’ Commission is a new idea to take ample care of the defense personnel post-retirement, the National War Memorial is stuck over differences among various ministries such as Urban Development and Defense over its location, due to non-availability of land in Lutyen’s Delhi.

The ‘One Rank, One Pension’ policy was announced in the UPA-II’s ‘interim’ Budget in February.
