OFFICE MEMORANDUM
Subject: Proposal of bringing Railway employees and the Government employees with Spouse in Indian Railway under the ambit of LTC.
The undersigned is directed to refer to recommendations of Seventh Pay Commission regarding bringing Railway Employees ( and employees whose spouses are Railway servants) into the fold of LTC and to say that this Department is considering the proposal of implementing the aforesaid recommendations of the Pay Commission.
2. The Pay Commission’s recommendations and views of this Department are as under:

1 | No hometown LTC will be admissible to Railway employees only “All India” LTC will be granted once in four years | May be agreed to |
2 | For the grant of LTC, all passes for the current year will have to be surrendered. | May be agreed to |
3 | If the employee has already availed of a pass in any year, then LTC will not be allowed in that year | May be agreed to an undertaking shall be submitted by the railway servant that he has not availed of the pass facility available to them |
4 | If both spouses are Railway servants then surrender of passes of any one of them will suffice | If both the employees are railway servants, then they may avail LTC for self and family once. In this case, if the spouse or a dependent family member has availed LTC on account of one railway servant, the same shall not be available to them again in that block. The passes shall have to be surrendered by the individual Railway servant for the year in which LTC is being availed by them. |
5 | For the purposes of this allowance, year means calendar year. | May be agreed also, other conditions of travel on LTC by railway employees shall be governed by CCS(LTC) Rules. |
3. Ministry of Railways is requested to give their views/comments on the above.
