The Staff Side of the National Council (JCM) has started preparations for submitting a comprehensive memorandum to the 8th Central Pay Commission (CPC) after an extended meeting of its standing committee members on April 22. The meeting focused on key issues concerning central government employees and pensioners, including minimum wage, pay scales, fitment factor, allowances, promotion policy, and pensionary benefits.
A drafting committee has been constituted comprising representatives from major staff federations such as AIRF, NFIR, AIDEF, INDWF, BPMS, CDRA, ITEF, and Audit & Accounts. Each organisation has been requested to nominate members by April 30, 2025.
The committee is scheduled to meet in June to prepare the memorandum, which will be finalised after broader consultation with all constituent organisations.
“All constituent organizations are once again requested to submit their views on the above mentioned topics in both PDF and Word formats…on or before 20/05/2025,” said Shiva Gopal Mishra, Secretary, Staff Side, in a circular issued on Wednesday.
Meanwhile, the government has moved forward with staffing the 8th CPC. The Department of Expenditure (DoE) under the Ministry of Finance has proposed to fill 35 posts in the commission on a deputation basis. The process, outlined in a circular dated April 17, 2025, includes appointments of directors, deputy secretaries, and undersecretaries from the Central Secretariat Services.
“These posts are to be staffed from the date of constitution of the 8th CPC till the closure of the commission,” the DoE stated, adding that applications would be reviewed on a continuous basis until all vacancies are filled.
The government has yet to formally constitute the commission or announce its terms of reference. However, vacancy circulars and internal meetings suggest preparatory work is underway, with the commission expected to begin functioning in the coming months.
Once operational, the 8th Pay Commission will play a crucial role in revising the pay structure and service conditions of nearly 50 lakh central government employees and over 60 lakh pensioners.
