Beating Retreat Ceremony - security arrangements in Govt Buildings

OFFICE MEMORANDUM

Subject : Beating Retreat Ceremony, 2021- Security arrangement in connection therewith.

In connection with the Beating Retreat Ceremony, 2021, the following instructions are issued with regard to the security arrangements in Government Buildings under Ministry of Home Affairs security cover for strict compliance by all concerned :-

  1. The rehearsals of Beating Retreat Ceremony is being held from 1530 hours on 17th, 18th, 19th and 21th January, 2021 and from 1715 hrs on 24th January 2021. The Full Dress Rehearsal will be held at 1715 hours on 27th January, 2021, Special Show from 1715 hrs on 28th January, 2021 and Beating the Retreat Ceremony from 1715 hrs on 29th January, 2021.
  2. No light should be switched on in the offices located in North Block, South Block, Vayu Bhawan, Rail Bhawan, Parliament House and Parliament Complex including the street lights on Rajpath, lights on India Gate and on top of Gurudwara Rakab Ganj during rehearsal days and on the final day of Beating Retreat Ceremony 2021 at Vijay Chowk.
  3. CPWD must ensure that the lights of the rooms of North and South Block visible from Vijay Chowk are switched off during the Beating Retreat Show on 27th, 28th and 29th January 2021.
  4. No person is allowed to appear during rehearsal days and on the final day of Beating Retreat Ceremony after 1300hrs at Vijay Chowk at the following points:-
    1. Windows of the North & South Block.
    2. Roofs of the North & South Block.
    3. Slope from President’s House towards Vijay Chowk.
    4. Places near to the location where camels are standing.
  5. CPWD must ensure that flags on North Block and South Block and Parliament House are simultaneously lowered with the flag located at Vijay Chowk during Beating Retreat Ceremony.
  6. No visitors will be allowed to enter North Block and South Block from the Gates opening towards Rajpath after 1300 hours on the days of the rehearsals and ceremony.
  7. No vehicle, Government or Private, will be parked on the Rajpath pavements in front of North Block and South Block on the above mentioned dates of rehearsals and the main ceremony.
  8. Gate No 2 of South Block and Gate No. 4 of North Block will remain closed while other Gates, i.e. Gate No. 3, 4 & 5 of South Block and Gate No 1, 2 & 3 of North Block will remain open The employees going out through Gate No. 3 of South Block/North Block will not be allowed to cross the Rajpath straight but will move in “U” form and cross the Rajpath only at one place i.e. in front of Gate No. 4/5 of South Block and Gate 1/2 of North Block in a specified corridor. These arrangements will be tied up by Delhi Police (New Delhi District).

  9. Crossing of Rajpath between South Block and North Block from the passage indicated in (h) above shall be closed between 1630 hrs to 1700 hrs and between 1800 hrs to 1830 hrs to allow the vehicles of dignitaries to pass through without any obstruction.
  10. The windows/doors of offices located in North Block and South Block visible from Vijay Chowk must be covered with dark curtain/paper.
  11. It must be ensured that no smoke is allowed to emanate from North Block and South Block till 29th January, 2021. The incinerators located at North and South Block for the destruction of the waste paper should not be allowed to be operated on these days. Waste papers etc should not be accumulated on either side of Rajpath. Necessary steps must be taken to remove inflammable items lying in the courtyards of North Block and South Block before the stipulated date.
  12. Meeting, if any, be scheduled in the forenoon on the days of the rehearsals and the main ceremony, particularly where officers working in buildings other than North Block and South Block are to attend.

  14. The roofs of North Block and South Block and other buildings around Vijay Chowk should be properly inspected as a measure of fire safety. The security and other personnel deployed on duty in these buildings and on the Rajpath should be so positioned that they are not visible from Vijay Chowk.

2. All concerned may kindly make note of these arrangement for necessary action and give wide publicity amongst its employees to avoid any inconvenience.
