DoT: Disciplinary action. no vigilance clearance for non-filing of property returns

Subject: Filling of Immovable Property Return by Officers of ITS Group ‘A’ and TES Group ‘B’

The undersigned is directed to intimate that the functionality of online declaration of Immovable Property Returns (IPR) through e-office lite i.e. SPARROW Portal for the year ending 31.12.2020 would be operational w.e.f. 01.01.2021 to 31.01.2021. Further, the IPR must be filed by all ITS Group ‘A’ and TES Group ‘B’ officers only through SPARROW portal irrespective of the place/post held by them and Ministry/Department/Organisation where they are serving at present. 2. DoPT guidelines dated 14.02.2017 regarding grant of ‘Vigilance Clearance’ to members of Central Civil Services/Posts stipulates that:

“Vigilance Clearance shall be denied to an officer if he fails to submit his annual immovable property return of the previous year by 31st January of the following year, as required under Government of India decisions under Rule 18 of Central Civil Services (Conduct) Rules, 1964’.

3. Timely filing of property return by the officials of Ministries/ Departments/Organisations is one of the mandatory requirements under Conduct Rules and non-filing of property returns constitutes good and sufficient reasons for instituting disciplinary action against the delinquent officials. Accordingly, in event of delay/failure in the filing of IPR by January 31st 2021, appropriate disciplinary action may be initiated against the delinquent officials. A copy of CVC letter no 020/VGL/023/466958 dated 23.11.2020 is also enclosed for necessary compliance by all concerned.

4, All ITS Group ‘A’ and TES Group ‘B’ officers are, therefore, requested to adhere to the timeline and ensure filing of their IPR returns through SPARROW Portal.
