In terms of Rule 18(1) (ii) of the CCS (Conduct) Rules, 1964 every Government servant holding Group'A' & 'B' post is required to submit an annual return to the Government giving full particulars of his/her immovable property inherited by him/her or held by him/her on lease or mortgage either in his/her own name or owned or acquired by him or held by him on lease or mortgage either in his own name or in the name of any member of his family in the name of any other person. The report has to be filed for every year before the 31st January of next year. This is one of the measures to ensure a transparent and corruption-free administration. The details are to be treated as secret. It is a good tool to detect the source of funding of the assets of the officials and to find out whether these have been acquired through legal means
The DoPT has issued an order stating that if an officer fails to submit his annual Immovable Property Return (IPR) of the previous year latest by 31st January, vigilance clearance shall be denied for him. Vigilance clearance will be required for the promotion to senior posts, posting to sensitive posts, training etc.
The Annual Immovable Property Return can be submitted through the IPR module in SPARROW Portal.
