8th CPC: Staff Side JCM invited for Suggestion on Terms of Reference

The Government of India has initiated the process of finalizing the Terms of Reference (ToR) for the 8th Central Pay Commission (CPC), marking a crucial step towards revising the salary structure of central government employees.

In an official communication, the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances & Pensions, has reached out to the Staff Side, National Council (JCM), seeking their suggestions for the ToR. The letter, addressed to Shri Shiva Gopal Mishra, Secretary of the Staff Side (JCM), emphasizes the need for quick submissions to move forward with the process.

"As you are aware, it has been decided to set up the 8th Central Pay Commission. The Terms of Reference (ToRs) of the 8th CPC are now to be finalized. It is therefore requested that suggestions of the Staff Side in this regard may please be sent at the earliest," stated Parveen Jargar, the undersigned official from DoPT.

The 8th Pay Commission, once constituted, will be responsible for reviewing and recommending revisions in pay, allowances, and other service conditions for central government employees and pensioners. Traditionally, the recommendations of a pay commission take effect from January 1, following its report submission. In this case, the 8th CPC’s recommendations are expected to be implemented from January 1, 2026.

Employee unions have long been advocating for key demands, including the restoration of the Old Pension Scheme (OPS) and higher pay revisions in line with inflation and economic growth. With the government formally seeking inputs from employee representatives, discussions are expected to intensify in the coming weeks.

The National Council (JCM) serves as the official forum for dialogue between the government and central employee unions. Their response to this request will play a significant role in shaping the scope and priorities of the 8th CPC.

As the process unfolds, all eyes will be on the government’s approach to balancing fiscal constraints with the expectations of millions of government employees across the country.
