Govt training non-IAS officers for posts of Jt Secretaries, Directors & Dy Directors

The Modi government has implemented a training programme to allow non-IAS officers to be promoted to the levels of joint secretaries, directors, and deputy directors. The decision, which is part of the Prime Minister's 'Mission Karmayogi' initiative to train central government workers, comes as the Union government faces a shortage of IAS officers across departments.

Only 33 of the 73 appointments made by the Central Government in the last four weeks in these cadres were of IAS officers, implying that the bulk of appointments (55%) was of non-IAS officers. 

While these appointees are now working in the railroads, postal service, forest service, revenue service, and defence account services, after training, even non-IAS officers would be holding roles normally reserved for IAS officers across ministries. The Union government has also assigned Indian Ordnance Factory Service officials to the ministries of higher education, AYUSH, economic affairs, and labour, as well as Indian Forest Service officers to earth sciences and Indian Postal Service officers to civil aviation.

"We are bringing the training module to officers who are not from the IAS cadre, but are now being appointed as joint secretaries, directors, or deputy directors," Abhishek Singh, CEO of Karmayogi Bharat, the training programme for central government personnel, told ThePrint. The first batch consisted of approximately 40 officials from various central services who were recruited across ministries and departments in the Government of India."

"The training modules encompass the work procedures in the administrative framework," he noted. "It's about stress management, taking notes on files, drafting policies, and other secretarial tasks," he continued.
