How to apply for GPRA via Esampada and E Awas

How to apply for GPRA via Esampada and E Awas

What is E Sampada?

E Sampada is a housing ministry portal that allows central government employees to apply for affordable housing at their work location through the General Pool Residential Accommodation (GPRA) system. Through its Automated System of Allotment, the Directorate of Estates administers the allotment of Residential Government Residential Accommodation. Previously, these allotments were handled by the E-Awas Delhi portal.

To apply for subsidised housing through the e-Sampada portal, the applicant must follow specific guidelines and meet the eligibility criteria.

E Sampada: What is GPRA?

General Pool Residential Accommodation (GPRA) is a central government scheme that uses Esampada to provide residential housing to eligible central government employees. These are administered by the E Awas Directorate of Estates (DoE) in Delhi and are allotted in accordance with the provisions of the Allotment of Government Residences Rules, 1963, in Delhi and 31 stations outside the national capital, including Kolkata, Mumbai, Chennai, and Chandigarh. Applicants working for the NCT of Delhi or the central government are eligible for the General Pool and are eligible for allotment. The NCT of Delhi, along with the city limits or areas declared by the Directorate of Estates' regional offices or the Central Public Works Department, is the eligible zone covered by the GPRA quarters in Delhi (CPWD).

E Sampada: GPRA eligibility

Applicants working in government offices in Delhi must have their location approved by the Cabinet Committee on Accommodation in order to be eligible for GPRA (CCA). In addition, they should be located within the NCT's boundaries.
For GPRA applicants working in government offices other than Delhi, their proposals should be approved by the CCA and forwarded to the directorate, with the joint secretary's approval, with information such as the officer's and department staff's status of office and eligibility for residential accommodation from any other pool.
All government employees who have access to a departmental housing pool are also eligible to apply for the GPRA. The applicant must, however, submit a certificate from their department stating that "no junior to the applicant has been given in turn allotment" from the department GPRA Delhi pool. Certificates that do not explicitly state these terms will not be accepted by GPRA Delhi.

However, officers entitled for Type V-A and Type IV (Special) may also apply for Type IV accommodation in government quarters in Delhi.

E Sampada: Allotment procedure of GPRA

The GPRA allotments are based on a 'Unified Waiting List' for a specific type of accommodation. All applicants using E AWAS Delhi, including those waiting for initial allotment and change of accommodation, are grouped together on this waiting list. Allotments are made based on priority dates and seniority. Each applicant for central government quarters in Delhi is given two allotments in each type of housing, namely initial and change.

E Sampada: GPRA Allotment schedule

With effect from March 1, 2021, the bidding cycle will commence from the 1st to the 9th of every month. Those applying for the accommodation for central government quarters in Delhi should keep in mind that they should submit their applications according to the furnished timelines, to be considered in the following month. These timelines are for the following regions:

All allotment letters are issued online, and acceptance must be completed using the 'Acceptance Form' found on e Awas and e Sampada. Once the allottee receives the physical occupation report for the allotted accommodation, a revised licence fee bill will be emailed to the allottee.

Precautions to be taken while taking possession of the GPRA flat

  1. The allottee should take note of each and every item of fitting/furnishing provided in the flat, to avoid inconvenience at later stage.

  5. The allottee needs to approach the municipal authorities concerned, to secure water and electricity connection for the allotted house.
  6. Rent will be charged from the date of occupation or the eighth day from the date of allotment letter, whichever is earlier. The licence fee will be charged from the date of handing over of the accommodation to the allottee, in case the CPWD certifies that the house is not fit for occupation.

E Sampada: Procedure for change of accommodation

An applicant can only apply for a change of accommodation in the same type that he received from e Sampada. However, in some types of accommodations, only one change is permitted. An allottee seeking changes must submit an online application in the prescribed form, and a hard copy of the same application must be forwarded by his office to the IFC, DoE, Nirman Bhawan, New Delhi, or at the regional offices located throughout the country. During the bidding period for a specific type of accommodation, the applicant can also give preferences for areas online.

The allottee must submit his acceptance for a change of accommodation within eight days of receiving the allotment letter and vacate the previous unit in his possession within 15 days of occupying the new accommodation. If the allottee fails to vacate the home within the specified time frame, the allotment may be cancelled, as well as eviction proceedings initiated.

E Sampada: GPRA allotment of Type VII and VIII accommodations

The Urban Development Minister allots all GPRA Type VII and VIII allotments after considering the necessity and sensitivity of the post.
