SC/ST under-representation data sought for reservation in promotion policy

Prior to finalising its policy for reservation in promotion, the Department of Personnel and Training (DoPT) has urged all departments to collect data on their under-representation to ensure that Scheduled Castes and Scheduled Tribes receive a quota within the central government.

In January, the Supreme Court issued a ruling that prompted the administration to take action.

There is an upcoming promotion policy in place that requires officials to be evaluated for their suitability for promotion. The DoPT has instructed all relevant departments to conduct this evaluation.

According to the Supreme Court's order, the DoPT stated that "all ministries/departments must ensure that the above conditions are met prior to implementing the policy of reservation in promotions and carrying out any promotions based thereon" before implementing the policy of reservation in promotions.

The employees of SCs and STs who were frustrated by the long delays in their promotions will profit from this change.

As recently as January, the Central Secretariat Service Forum (CSS Forum) requested the DoPT to swiftly resume long-stalled promotions for members of the CSS.
