The government intends to merge BBNL and BSNL this month.

According to a senior government official, the government plans to merge Bharat Broadband Nigam Ltd (BBNL) with the loss-making state-run telecom operator Bharat Sanchar Nigam Ltd (BSNL) this month.

At a recent event organised by the All India Graduate Engineers and Telecom Officers Association (AIGETOA), BSNL chairman and managing director PK Purwar said that the government is giving the telecom firm a chance to turn things around.

In February 2012, the Special Purpose Vehicle (SPV) BBNL was established to lay an optical fibre network across 2.5 lakh village panchayats across the country using USOF and provide non-discriminatory access to all telecom operators.

However, a few BBNL officials said that employees are opposed to the proposed merger because of BSNL's past non-performance on the Bharatnet project and pending vendor dues despite the SPV's payment to the state-run telecom firm.

The officials agreed that private telecom operators contribute to USOF and that consolidating BBNL assets under one player would go against the SPV's idea and goal of providing non-discriminatory access to rural broadband networks to all players.
