Andhra 11th Pay Revision Commission (PRC) recommends 14.29 fitment factor

The Committee of Secretaries, chaired by Chief Secretary Sameer Sharma, was formed to look at the 11th Pay Revision Commission (PRC) report and has recommended 14.29 percent fitment to State government employees, as recommended by the Seventh Central Pay Commission (CPC).

The committee also suggested that, following the implementation of the PRC, the new pay scales take effect retroactively on July 1, 2018. The state exchequer is projected to bear an additional expense of about Rs 8,000 to Rs 10,000 crore as a result of this. Employees' unions, on the other hand, expressed their discontent with the committee's suggestions.

On Monday, Sharma presented Chief Minister YS Jagan Mohan Reddy with the report of the Committee of Secretaries. Following the submission of the report, Sharma told the media that the Chief Minister would make a judgement on the report within 72 hours.

In its report, the committee came out with seven scenarios (with varying fitment and HRA) as well as the burden placed on the State government in executing the findings, he said. He also discussed salary increases for employees of various government ministries, the induction of staff of the AP State Road Transport Corporation (APSRTC) into the government, and other employee welfare measures.

The goal of the Centre and States forming PRCs is to recommend a reasonable fitment benefit to employees in order to offset the inflationary impact on prices of essential consumer goods caused by the combination of dearness allowance with basic pay.

The result of bifurcation, according to the committee, was that the state ended up with a revenue deficit, as opposed to the former Andhra Pradesh, which had a revenue surplus.
