Kerala to implement efficiency-based promotion scheme

Kerala Government is implementing stricter appraisal norms for its employees based on suggestions of the Administrative Reforms Committee (ARC). 

The government employees will stand to lose promotion if they misbehave with the public or cause a deliberate delay in the movement of files or keep away from the seat while on duty. They will also be taken to task if they delay the granting of government funds for public works.

The performance of government employees will be judged using a 20-point scale in the future. They include things like how important public issues are to you, how efficient you are at solving problems and facing challenges, how well you work with others, how well you communicate, how well you make decisions, how well you analyse problems, how well you handle pressure, how well you plan, how well you achieve your goals, how well you motivate others, how well you train, and how well you make decisions in the public interest.

The superior officer will assign each government employee a score between 1 and 10 based on these factors.

The higher officer is required to submit an online report analysing the subordinate employee's performance from January 1 to December 31.

There are mechanisms in place to assess an employee's sincerity and honesty. Any disciplinary action taken against the employee should be stated in the report.

Employees should be informed in writing about the results of the evaluation. Employees will be given the opportunity to express their dissatisfaction with the report if they so choose. If the superior officer rejects the employee's dissent note, the matter might be referred to the referral board.

The recommendation board will make decisions on things like final grade distribution. The referral board's decision will be final.

Once the new system comes, the government can deny promotion to those who lack efficiency in work. The behavioural aspect of the employees towards the public will be made part of the service rules.

The new efficiency-based promotion system announced by the Kerala government for employees will be implemented after 2023, according to the state administration. This is due to the fact that nearly all government employees have already submitted their confidential reports for the fiscal year 2021. Their next confidential report, which will cover the period from January 1 to December 31, 2022, will be due only after the first of the year in January 2023.

Staff members who were up for promotion this year had filed their reports well in advance of the deadline. Promotions are granted on the basis of confidential records from the previous three years, as well as years of service. In order to accomplish this, a list of personnel with three times the number of vacancies is compiled for consideration.

It will not be considered for advancement for employees who receive the lowest grades, which are designated as "D" and "E." The Kerala Administrative Tribunal can hear complaints from employees who have gotten these grades, and they can even take their case to the Kerala Administrative Tribunal. It is likely that these practices will be maintained under the new system as well.
