RESTORATION OF OPS

Will the Minister of FINANCE be pleased to state:

(a) whether a Committee was set up under the chairmanship of Shri Somanathan, Secretary Finance to study the issues related to National Pension Scheme and suggest improvements;

(b) if so, the details thereof and if not, the reasons for delay along with the current status of the said committee;

(c) whether the report has been submitted by the Committee;

(d) whether the Government Employees Associations have been struggling and also demanding restoration of Old Pension Scheme instead of contributory pension scheme and if so, the response of the Government thereto;

(e) whether it is a fact that some State Governments have also restored OPS for their employees and if so, the details thereof; and

(f) whether the Government is not in favour of restoring OPS to its Government servants and if so, the reasons therefor?

(a), (b) & (f): Yes. In pursuance of the announcement made by the Finance Minister in the Lok Sabha on 24.03.2023, the Central Government has constituted a Committee being chaired by the Finance Secretary. The composition and Terms of Reference of the Committee are as under:

1. Whether in the light of the existing framework and structure of the National Pension System, as applicable to Government employees, any changes therein are warranted;
2. If so, to suggest such measures as are appropriate to modify the same with a view to improving upon the pensionary benefits of Government employees covered under the National Pension System, keeping in view the fiscal implications and impact on overall budgetary space, so that fiscal prudence is maintained to protect the common citizens.

(c) The Committee has made considerable progress in its work but has not submitted its final report.

(d) Representations have been received from time to time to restore OPS. The same are placed before the Committee constituted to review the pension system.

(e) State Governments of Rajasthan, Chhatisgarh, Jharkhand, Punjab and Himachal Pradesh have informed the Central Government/PFRDA about their decision to restart Old Pension Scheme (OPS) for their State Government employees. However, Government of Punjab continues to make contributions to the National Pension System.

प्रश्‍न

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः

(क) क्‍या राष्ट्रीय पेंशन योजना से संबंधित मुद्दों का अध्ययन करने और इस सम्बन्ध में सुधारों का सुझाव देने के लिए वित्त सचिव श्री सोमनाथन की अध्यक्षता में एक समिति का गठन किया गया था;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो विलम्ब के क्‍या कारण हैं और उक्त समिति की वर्तमान स्थिति क्‍या है;

(ग) क्‍या इस सम्बन्ध में समिति द्वारा प्रतिवेदन प्रस्तुत किया गया है;

(घ) क्‍या सरकारी कर्मचारी संघ अंशदायी पेंशन योजना के स्थान पर पुरानी पेंशन योजना को बहाल करने की मांग और इसके लिए संघर्ष भी कर रहे हैं और यदि हां, तो इस पर सरकार की क्‍या प्रतिक्रिया है;

(ड) कया कुछ राज्य सरकारों ने भी अपने कर्मचारियों के लिए पुरानी पेंशन योजना को बहाल कर दिया है और यदि हां, तो तत्संबंधी ब्यौरा क्‍या है; और

(च) क्या सरकार पुरानी पेंशन योजना को अपने सरकारी कर्मचारियों के लिए बहाल करने के पक्ष में नहीं है और यदि हां, तो इसके क्या कारण हैं?

(क), (ख) तथा (च): जी हां। वित्त मंत्री द्वारा 24.03.2023 को लोक सभा में की गई घोषणा के अनुसरण में, केंद्र सरकार ने वित्त सचिव की अध्यक्षता में एक समिति का गठन किया है। समिति की संरचना तथा विचारार्थ विषय निम्नानुसार हैं:

1. क्या राष्ट्रीय पेंशन प्रणाली, जैसी कि सरकारी कर्मचारियों के लिए लागू है, के वर्तमान ढांचे तथा संरचना के आलोक में किसी परिवर्तन का औचित्य बनता है;
2. यदि हां, तो ऐसे उपायों का सुझाव देना जो राजकोषीय निहितार्थ और समग्र बजटीय गुंजाइश पर प्रभाव को ध्यान में रखते हुए, राष्ट्रीय पेंशन प्रणाली के तहत आने वाले सरकारी कर्मचारियों के पेंशनरी लाभों में सुधार लाने की दृष्टि से उसे संशोधित करने के लिए उचित हों, ताकि आम नागरिकों के बचाव हेतु राजकोषीय विवेक बनाए रखा जा सके।

(ग) समिति ने अपने काम में काफ़ी प्रगति की है, किंतु अपनी अंतिम रिपोर्ट प्रस्तुत नहीं की है।

(घ) पुरानी पेंशन प्रणाली को बहाल करने के लिए समय समय पर अभ्यावेदन प्राप्त हुए हैं। उन्हें पेंशन प्रणाली की समीक्षा करने के लिए गठित समिति के समक्ष रखा गया है।

(ड.) राजस्थान, छत्तीसगढ़, झारखंड, पंजाब तथा हिमाचल प्रदेश की राज्य सरकारों ने अपने राज्य के सरकारी कर्मचारियों के लिए पुरानी पेंशन प्रणाली (ओपीएस) पुन: शुरू करने के अपने निर्णय के संबंध में केंद्र सरकार पीएफआरडीए को सूचित किया है। हालांकि, पंजाब सरकार ने राष्ट्रीय पेंशन प्रणाली में अपना अंशदान जारी रखा है।
